- Constructed of oil rig plat form structural steel pylons, 16" diameter, split, automobile tires, bolted together and strung across a 100 foot span at 12 feet above mean tide. Triple sections set at progressive heights should effectively diffuse excessive storm surge to reduce collateral damage.
- Base foundation becomes worlds largest artificial reef system and contributes to habitat remediation
- Structure to be utilized as support for "Wind Turbine Farms" creating a self-funding hurricane defense system.
- Fishing platforms installed at 6ft above mean tide to add a "Pay To Fish" economic development system. System leased to commercial fishermen as a compensation measure due to loss of income from coastal restoration projects.
- Economic Impact - $150 million state and local taxes, 1900 jobs

Any comprehensive hurricane protect system for the Greater New Orleans area
will never be complete if no effort is made to suppress the real threat to
our levee system. To date, no comprehensive study has been published with regards
to Watershed Tidal Waves. A Watershed Tidal Wave is a wave generated by a mass
of water that is pushed inland (approximately 50 above sea level) then released
after the hurricane moves past its power push equilibrium point. After Hurricane
Katrina, a reverse angle Watershed Tidal Wave (fueled by hurricane force, counterclockwise
winds) came rolling off of mainland Mississippi (a full 3 ½ hours after
the storm had passed over St. Bernard Parish) and subsequently destroyed over
a mile of the MRGO levee at 11:47 on the morning of August 31, 2005. The
resulting impact is why more than 18 inches of grass and muck were deposited
throughout St. Bernard Parish. Video evidence shows a very large wave rolled
over the 40 Arpent Levee and filled the area with 5 ½ feet of water
in approximately 1 minute. 16 minutes later the water had risen to approximately
12 feet in depth and the devastation was complete!
No matter how and where a storm chooses to approach the Greater New Orleans area,
the single most dangerous and destructive element is going to come from a reverse
angle Watershed Tidal Wave. Until we develop a defense system to diffuse this
threat, our levee system is incomplete.
